thought it would be desirable to explain to the

Chargé d'Affaires and the Acting Governor of Kong

Kong the position respecting the possibility of

Japan's interference with Chinese export trade

through Hong Kong in the event of belligerent rights

being exercised. The telegram to Mr.Howe, based on

Mr.Fitzmaurice's minute of 10/9/27, was therefore

repeated to Hong Kong (see No.7? on the above-

mentioned file).

I see no reason, therefore, as I have

already said, why extracts from Mr.Fitzmaurice's

minute of 30/8/27 (enclosed in No.1 on the present

file) should not be sent to Hong Kong subject, of

course, to Mr.Fitzmaurice's concurrence.

It is true, as Mr.Gent points out, that

in this particular case the later papers, following the

minute in question, define and restrict the position as

affecting Hong Kong; but, notwithstanding this,

I think that the minute might be of use and of

Sentrally

interest to the Attorney General.

If, however, the Department do not wish to

send extracts from this particular minute, I do not

press the point in view of the fact that there is

apparently no question now of removing the head offices

of Chinese Government banks from Shanghai to Hong

Kong.
